I am on holiday in Baku, Azerbaijan at the moment. And in the city of perfectly groomed, coiffed and buffed women, there is the implicit realisation that a laid-back attitude just won't do.
Azeri women pride themselves on their appearance and visting the salon 2-3 times a week is pretty standard. If you're in England you may be thinking, "jeez, sounds like Essex".. but not quite. The emphasis here is different. Grooming is almost incorporated into one's personal hygiene, brushing your teeth, getting a blow dry, it's all the same. And when you consider that the VERY BEST salons charge £15-£20 for a blow dry and not very good ones maybe £7, it is understandable that women are going to take advantage of this fast and affordable service.
There are literally thousands of places to choose from, but my FAVOURITE salon here is called Bomond (Uzeyir Hajibeyov St, near Malakanka). They have the best manicurists I have ever seen. Their facilities are fantastic and so are their stylists. I had my shellac done there today and it looks great.
